Paw Paw Village Board discusses ordinances

PAW PAW - The Paw Paw Village Board met on June 9. Among the discussions was the question of whether the village has an ordinance regarding time periods during which residents cannot make loud noises that disturb others. The board advised that Paw Paw does have a Nuisance Ordinance that prohibits disturbing noises between the hours of 11 p.m. and 7 a.m.

Continuing on the topic of ordinances, Marcia Clifford, account manager for General Code, LLC, presented information on the process her company uses to simplify and codify towns’ current ordinances. They review and streamline a town or village’s listed ordinances, making the rules easier for everyone to access and research. The company verifies that any municipality’s ordinances are up-to-date and in compliance with other governing bodies that would affect the enforcement of all the ordinances. Their findings are then presented to the village board for perusal and approval. The completed document would be posted on the village website for easy viewing and reference.

TIF Districts

Herb Klein, an attorney with Peru-based The Economic Development Group consulting firm, explained how Tax Increment Financing (TIF) works and how it affects village revenue and available finances. He stated that a TIF district must be in compliance with all statutory requirements of the Illinois Tax Increment Allocation Redevelopment Act. Available TIF funds significantly contribute to successful economic development strategies that have made a difference to communities and it is important to maximize TIF benefits for each public or private redevelopment project. Sixty-two percent of properties in the Village of Paw Paw are in the TIF district.

Other Business

A second dose of the COVID-19 vaccine will be available for 12-17-year-old residents at the Community Center on Wednesday, June 23.

The Helm Civil Construction Group of Freeport was awarded the contract for resurfacing streets.

The next Village Board meeting will be held at 7 p.m. on Wednesday, July 21 in the meeting room behind the library. Meetings are open to the public.
